Global climate issues are increasingly prominent; the challenge of the climate of globalization has been a strong emphasis on countries in the world. The development of low carbon economy and sustainable development has become the international consensus today. According to our country economic development characteristic, The Chinese Government proposed Unit GDP carbon dioxide emissions must drop17%to2015compared to2010, which brings the pressure for our country economic development. Manufacturing as the emerging economic powerhouse and the key industries of carbon emission reduction in China, is facing the enormous challenge.Firstly, this paper analyzes the relationship between climate change and carbon emissions and manufacturing, and Defining the meaning of low-carbon manufacturing:Under the premise of the development of manufacturing industries to a certain stage, Rely on scientific and technological innovation to reduce energy consumption, reduce manufacturing development pressures on the environment, so as to achieve the goal of sustainable development. Its content is mainly reflected in three levels:first, to promote sustainable development of the manufacturing; Second, scientific and technological progress; Third, resources and friendly environment. Manufacturing continued development is a prerequisite, but also a decisive factor. Technical progress is reflected in the development and application of low-carbon technologies, which is the driving force of low-carbon manufacturing development friendly environment is also constraints development of the manufacturingSecondly, in order to research the development of manufacturing low-carbon economy, we divide the manufacturing industry into five stages. The first phase (1949-1971); The second stage (1972-1977); The third stage (1978-1989); The fourth stage (1990-2005); The fifth stage is from2006to present; And give the reasons. Such as:low-carbon energy growing faster but the proportion is low; the energy consumption grew faster and larger; rapid growth in carbon emissions; per capita carbon emissions is relatively low; but the carbon intensity is higher than the world’s developed countries. Therefore, we need to promote the development of low-carbon manufacturing in China urgently.Meanwhile, In order to study and promote the development of China’s low-carbon manufacturing. We established the low-carbon manufacturing evaluation system according to the relevant principles. The results show that China’s manufacturing industry as a whole and the various industry segments are to maintain the sound development trend of low-carbon.Finally, the paper put forwards some corresponding recommendations which based on the current situation of the Chinese Manufacturing Industry.
