Abstract


It’s well known that the employee benefit plays a vital role in the compensation system of an enterprise. Recently, with the gradual improvement of the national legal welfare system, enterprises have paid more attention to the employees’ benefits. Thus, their costs on welfare in the proportion of the total expenses have gradually increased. Moreover, there appeared all kinds of joint stock commercial and foreign banks in China. So the state-owned commercial ones have experienced a more and more great competition pressure, especially in the aspect for attracting those outstanding talented. As long as the enterprises provide adequate benefits and reach an excellent welfare level, the employees can be attracted and retained in order to offer long-term service. This has been a key factor for the state-owned enterprise.The welfare level and its project content design are significant for both enterprises and employees. To a great extent, the employees’ satisfaction influences their enthusiasm and loyalty to the enterprise. Meanwhile, whether the welfare system is sound or not is an important sign to judge the personnel management system quality. A perfect project may provide a lot of advantages. For the employees, it can take convenience, meet stuff needs, solve life problems, and strengthen their loyalty. For the enterprise, it may be used to save some personnel costs, enhance their social prestige and attract more talented stuff.Based on a large number of domestic and international references, the paper analyses the current welfare condition and problems in China Construction Bank (herein after referred as CCB). The author attempts to redesign and improve its welfare system according to CCB’s feature, study the new way for conducting the flexible benefit plan under the help of the former theories to construct a modern welfare theory. The purposes are to meet the various stuff needs and satisfaction of the CCB.The paper involves the following aspects. Chapter 1 introduces its research background, objectives and study methods. Chapter 2 lists the literature review, including the definition, development, theoretical basis, present research condition, classification and validity. Chapter 3 introduces the present welfare system condition of CCB. It deeply analyses the existing design and management problems within the bank. Chapter 4 provides the necessities and feasibilities of carrying out the flexible benefit plan from the point of improving stuff satisfaction,strenthing post attraction, fitting in with the internal and external policies,as well as widening the fund resources. In the light of CCB’s features, Chapter 5 describes the principles, threads, conditions, contents and system supports of the welfare rule building. Last, the paper briefly reviews the study and prospects future research.
