Abstract


After a new round of restructuring of telecommunications, three enterprises of Mobile, Telecommunication and Unicom have entered into the competitive landscape of the whole business. The traditional monopolies operation mode is no longer exist. The three enterprises penetrate into each other’s advantaged areas via marketing expansion, tariffs reduction and etc. Along with rapid development of communications technology, communication network expansion and redevelopment in2011, communications network quality difference of three major enterprises is getting smaller and smaller, which leads to the level of communication tariff is a key factor to determine the user base eventually. In the Dandong market, three enterprises of Mobile, Telecommunications and Unicom competition is particularly intense. As two companies of Telecom and Mobile launched new policy, the Dandong Unicom main business such as fixed broadband was reflux constantly. In order to restore the passive competitive situation and increase the market share, the Dandong Unicom companies have launched a series of means about management and marketing model. On the management level, logistics management is increased within the enterprises. Planning and materials management department is established which is responsible for enterprise production and operation’s necessary materials purchasing management, inventory management and distribution management. The fundamental purpose is to minimize enterprise cost and improve competitiveness of their core business.In this paper, by comparing and analysis existing logistics models, Dandong Unicom enterprise founds that existing models can not achieve the expected economic benefits, and extract the third-party logistics view of the enterprise logistics management. The mixed management model is feasible and effective through three levels analysis. According to the characteristics of Dandong Unicom companies and Dandong actual market, the hybrid management model flow chart involved in the third-party logistics is designed, and the corresponding node is design and its function is described. By calculating the program cost, it is saved by56%. The logistics management efficiency of program material and spare parts improved significantly. The hybrid management model can change Dandong Unicom existing resource allocation mode, supply shortages of existing single logistics model, nonstandard operational management and inefficient work. It can relieve cost pressures, avoid venture and improve market competition of Dandong Unicom Company.
