Abstract


In the context of the central government has an increased effort on buildingaffordable housing, affordable housing has become the performance evaluationindicators of local government.To a certain extent, some local governments only payattention to the construction management of affordable housing while ignorecommercial housing’s construction management. Or even pay attention, but it is notclear for the main focus of the current construction management of commercialhousingand cannot reasonably distinguish the difference between commodity housingand affordable housing’s construction management. Therefore, there is problem ofimproper intervention in the management of commercial housingconstruction. Thispaper taking Chongqing as an example, investigates the government should be how todo something or not to do something in the management of commercial housing’sconstruction.This topic on the one hand, could enrich the research of the government’smanagement on housing construction and, on the other hand also help to guide thegovernment’s management behaviors on the commercial housing construction activities,to ensure the commodity housing market’s healthy and stable development.On the basic of defining the basic concepts for commercial housing, constructionmanagements, etc, and studying the market failure theory, government regulation, theauthor analyzed the commodity or security attributes of the various housings,investigated what functions should the government have in the construction ofcommercial housing.Then through the researchof status quo on Chongqinggovernment’smanagement for commercial housing construction,the author found thatthere are some problems exist in commodity housing’s construction management ofChongqing government, like the classification management on construction activitiesdoes not reach the designated position, lack of promoting on energy conservation andenvironmental protection，the information disclosure system on real estate is notperfect，administrative examination and approval process in construction process is toocomplicated. Finally the author suggested some relevant policies for the government’smanagement behavior on commercial housing construction.
