Abstract


The existing housing policy is constantly developed and perfected in the process ofhousing commercialization and the housing system reform in China,in the mass, It has gonethrough a transformation process,which is from the housing welfare policy mode that isregulated directly by government and based on non-marketization to the policy mode that isregulated indirectly by government and based on marketization. Building and perfecting ofthe multi-level urban housing security system which is based on economical and applicablehousing is gradually formed in that process.Since our country began to implement formallythe economical and applicable housing policy in1998, the construction of economical andapplicable housing have guaranteed the purchase interests of the low-and-middle incomefamilies and offered the possibility to solve the housing problems of the low-and-middleincome families.At the same time,it has achieved some success and played anactive role in curbing continue rising housing prices, optimizing the supply structure ofhousing, promoting the economic growth, encouraging social stability and harmony and soon.But with the deepening of housing reform, some problems gradually expose out inthe implementation of economical and applicable housing policy,for example:its chief marketdoes not meet the rule,its supply is not enough,its construction design does notmeet the standard,its price is high and so on.These problems casuse schoolars from all walksof life’s widespread controversy about its “reserve” and “abolish” and widespread concernfrom media and society’s all income groups.Therefore, analysis about how to solve theseproblems in the implementation of the economical and applicable housing policy has greattheoretical and practical significance in the realization of policy objectives.This paper uses Chinese and Foreign documentary research, comparativeanalysis and chart method, and obtains the latest relevant data and information through theinternet query.This paper tries to explore the deep-seated reasons which is appeared in theimplementation’s outstanding problems of the economical and applicable housing policyand puts forward specific countermeasures.The paper is divided into four parts:by theanalysis on the related notion of economical and applicable housing policy and theimplementation of policies, the first part proposes the influencing factors of theimplementation of economical and applicable housing policy;The second part attemptsto explore deep-seated root causes by the analysis on the current situation and problems in theimplementation of economical and applicable housing policy;By drawing on foreignsuccessful experience in the implementation of housing security policy, the third part drawssome inspiration to our country; By above analysis about the problems and causes in the implementation of economical and applicable housing policy and above experience of othercountries, the forth part proposes the corresponding countermeasures.
