Abstract


The government investment projects are different from the general investment project, the investors of the government investment projects are usually the taxpayers, and the owners are often the construction unit, they are separate the phenomenon. Because of the government investment projects are usually commercial, government participation in the generation, the public common use of rational characteristics, and always because of the lack of construction project supervision department of supervision, it is very easy to form waste of money and corruption, and because of its investors and project owner usually is the same, the investors have to be responsible for his own market behavior. So we need to establish adaptive government engineering features management mechanism, including decision-making mechanism, project management mechanism, fund management mechanism, the investment control mechanism and risk constraint mechanism, etc.This paper introduces the historical evolution of our country since the founding of the government investment project management mode, and then analyses the disadvantages of existing management risks and the necessity of the reform of the model is discussed in this paper. Then the paper compares and analyses the government investment project management model of the United States, Britain, Japan, Hong Kong and other countries and regions and domestic several cities, and analyses the influence on the international situation of Chinese government investment management system after joining the WTO. Finally some suggestions were put forward on the combination of Chinese government investment project management mode reform on the basis of reference in the developed countries for reference and areas of advanced management experience. According to the condition of our country on the basis of the specific conditions in China, the combination of Chinese government investment project management mode reform.The purpose of this paper is to establish an effective management system of government investment projects after investigating the characteristics on government investment projects of some countries and regions and reference to domestic and foreign advanced experience. Then we can ensure that "openness, fairness and justice" in the implementation of the government investment projects, and to benefit for the target. During the study, adopted standard analysis and empirical analysis combination of methods are used by the base on empirical analysis. And the paper illustrates the problems and causes in the present government investment project management process, and evaluates the current government investment project management mode by standard analysis method.
