Abstract


The real estate industry is an important pillar industries of national economy, and also an important source of local tax revenue.Strengthening real estate tax collection and management not only can increase the local fiscal revenue,but also beneficial to the correct national macroeconomic regulation and control policy implementation, norms and regulating the order of real estate market,guide the real estate market to the healthy development track quickly.This article according to the practice, comprehensive use of qualitative analysis, quantitative analysis, and comparative analysis methods,make an in-depth analysis and research on the real estate tax collection and management problems of Heilongjiang Province, put forward concrete measures and suggestions for Strengthening collection and management, to further strengthen real estate tax collection and management in Heilongjiang Province has certain practical significance.At first, this article introduces the real estate tax collection and management in Heilongjiang Province.And then,according to the real estate tax collection and management link in Heilongjiang Province, make a thorough analysis on the existing main problems, conclude the four aspects:the taxpayer tax consciousness, tax policy is not perfect, the tax department management does not reach the designated position, departments cooperation is not good.At last, puts forward concrete suggestions from six aspects:optimization tax service, perfecting the taxation management mode, accelerate informatization processes, strengthening tax audit work, strengthen the internal management of tax authorities, strengthening departments cooperation.The research content with strong practical reference value of strengthen the real estate tax collection and management in Heilongjiang Province.
