Planning is a more comprehensive and long-term development plan. And now, it have important applications in various aspects. Land use planning at county level is a micro-level planning of defined and managed. The quality of planning, directly reflects the quality of land use. So it is the key to achieve farmland protection and guarantee land for construction of country. Land use planning at county level is the core in five level system of land use planning. It is not only the basis of land use planning at city and provincial level, but also the foundation of land use planning at village level. Therefore, it is particularly important to research land use planning at county level.Based on general procedure of land use planning at county level, with practical experience of Kelan and other counties, this study develop general land use planning action procedure at county level. The procedure divided planning into five stages:job preparation, basic research, the outline writing, planning writing and results submitted for approval in. From the action procedure, we can see it has some feature in genera land use planning at county level, just as top-down planning process, government-led, distinct stage.The general land use planning at county level is the top-down planning. The advantage of this government bureaucratic management mechanism is concentration of resources, actions of efficient, with less money and time invested to formulate planning faster. Thus, in land use planning at county level, it exist a problem of lack or neglect stakeholders Participate. Evaluation of various stakeholders in planning, is not only to evaluate "who involved and how they participate in ", but also based on the stakeholder analysis to evaluate the quality of stakeholder participation deeply. This study take the new round general land use planning procedure at county level for example, combined with practical experience in Kelan and other counties, deeply analysis and evaluate the quality of stakeholder participation in planning procedure.Through three stages:identifying stakeholders, Importance&influence analysis of stakeholder and investigate relationships between stakeholders, this study clarify what stakeholders participate in planning, their roles in planning and the relationship between stakeholders. In the planning, it exist lack of important stakeholders participation, lack of complete participation institution, and other problems.Evaluation of stakeholder participation should consider a wide range. Connect with this feature, combined with internationally accepted evaluation model of stakeholder participation quality, based on evaluation model of stakeholder participation quality in planning process established by innes, this study established an evaluation system of stakeholder participatory quality in land use planning process at county level. This evaluation system includes eight indicators:stake relevance, decision-making, spontaneity, participation, interactive learning, reflection, transparency and consensus achievement. Each indicator divided into0-3level, this constitute the secondary indicators of the evaluation system. Use this system evaluate five stages of Land use planning process at county level, and the evaluation results show that:1) the system can be more accurate evaluate on stakeholders participatory quality of planning process;2) in land use planning process at county level, stakeholder participatory quality is very low, and have a huge room for improvement.
