Abstract


With the coming of ear of agricultural tax, china’s rural publicservice governance is facing a new situation:"wicked problems" and "fragmentation phenomenon" widely existed in the operation of ruralpublic service provision mechanism. The phenomenon has become a newobstacle in the development of county agricultural administration. How tochange the situation and innovate the rural public service provisionmechanism is a research project that has urgent practical significance andgreat theoretical value.As a forward-looking public governance theory, Holistic governance,which emerged after the traditional bureaucracy and new publicgovernance movement, has been uesed in the western OECD countries’public governance and acquired great achievements. The holisticgovernance has been regarded as a good medicine to cure the widely--existed " wicked problems" and " fragmentation phenomenon" in publicgovernance.This article is based on the research project which looks on Y countyin Henan province as carrier, holistic governance as a research tool andthe current situation for public service provision mechanism as the objectof study. The writer got a large amount of information by conducting aquestionaire survey and empirical research on the sample. The writer alsoused SPASS software to detect questionaire reliability. They show that lots of "wicked problems" and " fragmentation phenomena" exist in ruralpublic provision mechanism. These “wicked problems”and “fragmentationphenomena" have fit with the Holistic governance theory. Owing to thecombination of the theory and the pratice, this study suggested a concretestrategy of constructing a new "seamless" rural public service provisionmechanism from three levels: governance functions, governance level,andpublc-private cooperative governance. finally, this study concluded aseamless rural public service provision mechanism which includes "farmers’ demand oriental, government intersectionality and multi-factorinteraction synergism".The integrated path strategy and seamless supply mechanismconcluding innovation will promote the sustainable development ofChina’s rural society,And will be helpful to build a harmonious socialistsociety
