Abstract


With China’s economic development a lot of land has been expropriated in theprocess will inevitably produce many landless peasants, accompanied by related issueshave become increasingly prominent. How to solve the growing number of landlesspeasants land acquisition and compensation issues, has become an important indicator ofability to maintain social stability, to achieve the harmonious development of society,people live and work. China’s implementation of land requisition compensation standards,follows the planned economy period multiples of the output value of agricultural land todetermine the calculation method of land acquisition compensation fee, compensationstandards already can not meet the development requirements of China’s current marketeconomy, it’s the most obvious defects compensation is too low, can not guarantee theproduction and life of farmers, landless peasants has caused strong dissatisfaction, if notproperly resolved, will certainly affect the social stability and security. Therefore, theissue of land acquisition compensation, and explore more scientific and rational landacquisition compensation standard is very urgent. Shenyang, the capital of LiaoningProvince, is one of the most important cities in the Northeast, with the acceleratedprocess of urbanization, the outskirts of Shenyang, a large number of land requisition,also increasing the number of landless peasants. Landless peasants has also been theShenyang municipal government can not be avoided and the urgent need to address theproblem. In this stage, the Government financial commitment and ability to pay, thecalculation method of exploring a fair and reasonable compensation for land acquisition,real farmers lost their land to ensure normal production and life is the goal of the paperargues.In this paper, on the basis of access to a large number of documents and the actualsurvey, the process of urbanization theory, the theory of property rights, resource valuetheory and the theory of sustainable development based on the combination of aquestionnaire survey methods to understand the basic situation of the Shenyang City,landless peasants, and land acquisition their families living standards and landacquisition and willingness to carry out a survey and found that most of the lost groundfarmers direct compensation standards are not satisfied with the compensation standard istoo low can not guarantee their basic living. Therefore, this paper based on the value of agricultural land resources to re-establish the land requisition compensation standardsthat reasonable compensation for land acquisition should be the value of the two parts ofthe agricultural land in the value of economic output and social security. Then the incomeapproach to calculate the output value of economic output of the agricultural land, andthe price distortions caused by the industrial and agricultural products,"scissors" wasamended; commercial insurance model to calculate the value of the social securitycompensation for agricultural land. Social security value of agricultural land, includingagricultural land, the value of old-age security, Medicare value, the value of employmentsecurity and social stability in the value of the four aspects of the. Then, to the newlycreated model empirical analysis based on the actual situation of the Shenyang City andrebuild the land requisition compensation standards and the original land requisitioncompensation standards compared to landless peasants land acquisition compensation fee,objectively reflect the agricultural land integrated resource value, the landless peasants ofproduction and living a truly sustainable development.
