On Jan26th.2011, Central China Economic District was brought into nationalkey development zones in The Main Function Region Planning which was publishedby the state council. That was the first time it was written into state documents,which marks the construction of Central China Economic District has officiallyraised to national strategy level. According to the capacity ability of resources andenvironment and existing development intensity and development potential ofdifferent districts, The National Function Area Planning divides the national landspace into four aspects which include optimize development, key development,restricting development and banned development. The key development region,which has a certain economic foundation, strong capacity ability of resources andenvironment, large development potential, concentrating population and bettereconomic condition, is the urbanized regions which should focuses on theindustrialization of the urbanization development.“12th Five-Year Plan” raises policies of strengthening agriculture andbenefiting farmers, speeding up the construction of the new socialist countryside andpromoting the agricultural development to a new degree. Both “12th Five-Year Plan”and the strategy of the economic zone point out that the agriculture developmentplays a very important pole in China development. In our country, China’s Agenda21has taken sustainable development as the basical way of our agriculturedevelopment. Meanwhile, it also points out that “agriculture and the sustainabledevelopment of rural areas are the fundamental guarantee and priorities of Chinasustainable development”. In the other side, however our agriculture has made largedevelopment since the opening-up and fed the22%population of the world with7%land, but our long-term agriculture still exists deep problems, for examples, lowagriculture production level, not changing the week agriculture base fundamentally,and agricultural resources loss, negative ecological circumstance of agriculture, theexpansion of the income gap between city and country etc. Confronting theseirreversible trends of population increasing, farmland shrinking, per capitaconsumption level ascending and taking part in WTO, how to carry out theagriculture sustainable development is an extremely urgent realistic problem we arefacing.Therefore, the analysis to our agriculture sustainable development has doubtlessly important theory and reality meaning. Taking the construction of CentralChina Economic District as the big background, the paper makes detailed analysis tothe problem of agriculture sustainable development in the construction of CentralChina Economic District, the reasons of causing problems, and the way to handleproblems. The paper is divided into five parts as following:The first part, foreword, introduces the background, the objectives andsignificance of this study, summarize the article and expound the necessity of subjectresearch by serious information resourcing and analysis to Henan Province.The second part, taking the basic theory of sustainable agricultural developmentin Central China Economic District as mainstay, elaborates the basic theory, areacoverage, spatial distribution, strategic positioning, basic principle and significanceof Central China Economic District. Meanwhile, it states the basic theory,implication, target and specialty of sustainable agricultural development. At last itarticulates its significance.The third part, researches the advantages of sustainable agriculturaldevelopment in Central China Economic District through the following four aspects:the achievement of Rural Economic Development; the success of rural economicssystem reform; the initial shape of rural marketing system and the support from thenational policy.The fourth part studies and analyzes the problems in sustainable agriculturaldevelopment in Central China Economic District, which lay a solid foundation tosolve the problems.The fifth part discusses the basic policy to promote the development ofsustainable agricultural in Central China Economic District through the aspectsbelow: reasonable exploitation and utilization of agricultural resources, protectingand improving the ecological environment, increasing agricultural investment,pushing agriculture comprehensive progress, consummating rural economic system,forming the rural market system, strengthening the construction of agriculturaleconomic base, improving the quality of the workforce, establishing farmers’independent commodity producers status. It aims to solve the problems insustainable agricultural development in Central China Economic District.
