Abstract


After years of research and practice, project management has been used in plentyof fields and professions. Faced with multi-project, more and more shortcomingsappear which traditional project management can’t overcome. Therefore, the theory ofprogram management was put forward which then was widely used in the field ofconstruction in a short time.However, research in program management is relativelydeficient in China. Problems to coordinate the conflict and distribute resourcesbetween projects are more and more difficult to solve. Therefore, this paper will usethe theory of integrative and collaborative management to provide some new methodsabout program management.IT industry has always maintained a rapid development, which requiresadvanced management supporting. Statistics shows us that the implementation of ITprojects is not optimistic for the low success rate. It suggests that IT industrymanagement has disadvantages and new method which is suitable for its owncharacteristics is urged.Some of the main characteristics of IT program are summarized in this paper.According to the features of IT program and problems in application of programmanagement, four main factors which influence IT program are listed in thispaper,which include the project consisting, customer requirement, project managersand the relationship between projects. To sum up, the conclusion is that integrationbuild and collaboration management are the key points of IT programmanagement.According to the analysis of the factors which affect the consisting ofprogram, IT project group selection index system is proposed from three aspects.Fuzzy mathematics and AHP are used to make these indexes quantified, the authorconstructed the IT project group selection and comprehensive evaluation model. Theresults of the evaluation are the rank for the construction project, which madeprogram management can not only implement in the overall but also highlight key. Inthe aspect of application, this paper will show some specific methods in organization, resources, teams and users. At last, an example of application in program managementwill be showed, in which the theory of this paper will be applied to give some advicein the light of problems companies faced.
