Abstract


With the acceleration of the process of economic globalization and trade liberalization, tariff and non-tariff barriers are gradually weaken, green barriers as a new non-tariff barriers, because of its strong concealment, low transparency, and nominally reasonable characteristics, and thus subject to many countries, especially developed countries, of all ages. At the same time, with the rapid development of electronic technology and information technology, e-waste, environmental protection and energy conservation has become a big problem plagued the world. EU WEEE directive, ROHS Directive and the EUP Directive is in this context. Although the EU implementation of The three green barriers main purpose is to reduce the adverse impact of e-waste on the environment and resources of the region, but its too high environmental standards but then developing countries constitute a de facto trade barriers. The trade of mechanical and electrical products is one of the largest industry in the international market plays an increasingly important role in the life of the world economy. In recent years, the export of electromechanical products in the EU rapid growth of the export commodity structure has been significantly improved, and the depth of processing of export products, value-added and technology content is also rising. Despite these achievements, China's export of electromechanical products but also suffered more and more green barriers set by the European Union, especially the European Union's WEEE, ROHS, EUP three instructions, causing significant losses to China's export of electromechanical products. How to correctly perceive and respond to these three EU green directive \Therefore, theoretically explore green barriers causes, manifestations and characteristics, general impact, first systematically explained the background of the EU three \realistic data, an objective analysis of the impact of the export of electromechanical products in the European Union the status quo and the EU three green barriers on the export of electromechanical products, and gravity model analysis method based on the introduction of three green barriers on the EU on China's mechanical and electrical products the impact made an empirical test. The empirical results show that these three instructions in the short term to have a significant negative effect on China's export of electromechanical products. Finally, based on the theoretical analysis and empirical results from the three perspectives of government, business, industry organizations proposed the corresponding countermeasures and suggestions.
