Service outsourcing is a process to maximize profits, make the limited resources into the core of the production process, look for outside professional service providers, to complete the work from by the enterprises original production, so as to improve production efficiency and reduce costs and enhance market competitiveness purposes. Service outsourcing industry has also been called the "Green Industry", which is characterized by a high degree of knowledge-intensive, high return on investment, high technology, light pollution, resources, lower energy consumption. Advantage of these industries attracted great attention in many countries, especially some developing countries have even seen development of service outsourcing as to optimize the industrial structure, change the mode of economic development opportunities.? Exploring the development model of China’s service outsourcing industry has become so hot, therefore,in-depth study of the development model of service outsourcing industry is more important to the forefront of research.This thesis, basis for cluster analysis and correlation analysis, is to study the relationship between factors and characteristics of elements of service outsourcing development model, analyze the ten base model urban development model, build development model evaluation function. In the last we use evaluation range of service outsourcing industry to analyze Hebei Province’s development model being adopted. General full-text content can be divided into three parts:The first part, including chapter 1and 2, is the literature study and theoretical explanation. First, the thesis introduces the background, organize research situation on the main line of time and space, proposed research ideas, methods, and basic structure. Next, define the concept of service outsourcing, classification, and the causes, providing theoretical support from the perspective of management and economics. Finally, we define service outsourcing industry development model, analyze some foreign better service outsourcing model, illustrate the development status of several service outsourcing industry in China.The second part, including the third chapter, is the core of the thesis. First, the service outsourcing industry development model is divided into 12 categories, 10 with potential for development of service outsourcing model city for the study, the establishment of service outsourcing development system of the influencing factors, the use of cluster analysis methods picking up five categories of factors, building service outsourcing development model ICEGH analysis model. Then, the thesis picks up five characteristics of elements by analysis of five factors, and obtains negative strength diagram between the components and characteristic elements of development model, the establishment of the four evaluation function, obtaining evaluation function values in various cities. Finally, we seek the evaluation range according to the known development models, and analyze the typical development model based on the value of each city’s evaluation function values.The third part, including the fourth chapter, is empirical research in the thesis. Based on the above results and combining with the development of service outsourcing situation in Hebei Province, the thesis uses of characteristic elements and evaluation function of service outsourcing industry in Hebei Province’s to analyze development model, and put forward development strategies.
