Abstract


Review the development history of the world economy, the international tradefriction exists with the international trade all the same time. Especially since the mid of1990,with the development of globalization and economic interdependence, the mainstructure of the international trade friction has changed tremendously. It has newcharacteristics such as complexity, normalization, and concealment. Similarly, China hasto face the tough situation of the trade friction that has the trend of long-term,normalization, periodicity, diversity and complexity. China has been at the peak period ofinternational trade friction, and it is hard to eliminate in short term. How to effectivelydeal with and cooperate the international trade friction has once again become a hot issuein the field of international economy. Therefore, we must conduct a new way with newtheoretical perspective, broad vision and method to research the participants of theinternational trade friction, in order to handle the trade friction more efficiently.Conducting an international trade coordination mechanism needs to solve the followingfour problems:Firstly, the theory, legal principle and feasibility of constructing the internationaltrade fricton coordination mechanism. The coordination mechanism of international tradefriction not only exists in the field of international trade, but also is the platform of gameamong the national economic,politic interest groups. The international cooperation anddomestic coordination are intertwined, therefore the complexity of the coordinationmechanism leads the research involve many fields of theory, such as Economics, Politics,Jurisprudence and multi-theory. Therefore, it is very important to further clarificate thetheory and the jurisprudence from a new, multidisciplinary perspective on thecoordination mechanism. In addition, the strengthen relationship between internationalinterdependence, the existence of mutual benefit and the world politics and economydevelopment reality provide feasibility to build the coordinate mechanism. This is thekey point of this research and basis theory in reality. Secondly, the function of tradefriction participants in the coordination mechanism and the interaction between eachparticipant. How to build a scientific trade friction and coordination mechanism, which should avoid coping with the trade friction in the act of itself or accomplishing nothingwhen the participant deal with the friction. It is necessary to clearly define function ofeach participant in the coordination mechanism, and research the interaction andcoordination among all the intersubjectives. The main interactions includes legislative,judiciary, government, enterprises, industry associations and public opinion. Thirdly, thelesson-learn from typical countries coordination mechanism of trade friction and theutility analysis from coordination mechanism. Japan and America have accumulated richexperience in dealing with trade friction. Japanese trade friction coordination mechanismand legal foundation and American multilevel,multivariate precautionary mechanism oftrade friction offer great reference for our country. Fourthly, the strategy to build China’scoordination mechanism of international trade friction. Based on different internationalenvironment and domestic envirnment from the United States and Japan, China has theunique economic systems and politic system, law, diplomatic strategy, and culturaltradition. So the coordination mechanism of international trade friction has morespecificition. Because the initial condition and the constraint conditions are differentfrom other country, our country must establish a China-styled coordination mechanismsto cope with international trade friction. Referring to the foreign experience, we also needto explore new paths and strategies.This thesis includes introduction and six chapters of the text.The introduction of this paper analyzes the background of the topic and thesignificance of theory and reality. Based on the related research of current literature–worldwide international trade friction and coordination mechanism, the research ideasand the main research contents are presented, and then the research methods andinnovation are also explained.The second chapter, the theoretical premise and legal basis for constructingcoordination mechanism. In this chapter, on the one hand, the theory on multi-participantcoordination mechanism is explored and discussed. The mechanism design theory is usedto explain the international trade friction and coordination mechanism operationalmechanism; interdependence theory and polycentric governance theory provide academicbasis for the international trade friction both internal multi-participant coordination andexternal coordination; two-level game theory provides a reasonable explanation on the possibility of international trade coordination mechanism. In addition, the applicability ofvarious theories of international trade friction are elaborated respectively. On the otherhand, the main legal basis of the construction for the coordination is elaborated.Theprinciple of WTO is the focus, especially the WTO dispute settlement mechanism, amultilateral and bilateral treaties, domestic trade-related regulations.This chapter is thestarting point and theoretical basis for a further research in this thesis.The third chapter,the background of constructing the coordination mechanism. Baseon the new characteristics of trade friction and the cause for trade friction during theprocess of trade,explain the feasibility of constructing coordination mechanism; putsforward the world economic interdependence is strengthened increasingly,the commoninterests of all countries and the presence of bilateral and multilateral coordinationmechanism innovation become the realistic possibility of coordination mechanism;at theend, comprehensive analysis on the coordination mechanism present situation, problemsand restricting factors.The fourth chapter, the multi-participant of coordination mechanism. Firstly, thedefinitions, principles and objectives of the coordination mechanism are analysed. Andthen the main participants orientation coordination mechanism and six subjectsinteractive coordination are explained.The fifth chapter, the welfare effect of the coordination mechanism of internationaltrade friction. In this part, establish a welfare effect evaluation system of coordinationwhich based on method of the theory of game,which includes the welfare effect ofcoordination mechanism corresponding under non-cooperative game,the welfare effect ofcoordination mechanism corresponding under cooperative game.The sixth chapter, learning the international trade conflict and coordinationmechanism operation experience from the U.S, Japan. The U.S and Japan are chosen onbehalf of the typical countries, in order to reach a comprehensive, in-depth study ofinternational trade conflict and coordination mechanisms operating experience andlesson-learn.The seventh chapter, build China’s strategy of the coordination mechanism. Firstlygive comprehensive analysis on the coordination mechanism present situation, problemsand restricting factors,then put forward compose to build coordination mechanism countermeasures, including strengthening construction of coordination mechanism in theinfrastructure construction, adjust the strategy of trade development and the constructionof internal coordination mechanism,external coordination mechanism of China’s tradefriction,and so on.
