Abstract


Since the1980s, international capital flows and international investment which wasdriven by the third technological revolution and economic globalization are at anunprecedented development rate. it has become an important factor of affecting the globalindustrial structure and has becoming an important force for the investor and the hosteconomic development. Today, internal reform and opening up has become a long-termnational policy of China. How to proper treat and manage foreign capital will be along-term problem for our government.This article first made a systematic summary which is about the main content ofMarxism on the export of capital ideas. This article pointed out the importance of attractingforeign investment to develop our country. Then it analysised the development process ofChina used foreign investment as well as the characteristics of each stage. On this basis,This article summed up the achievements and problems on using foreign investment sinceChina’s reform and opening up, and pointed out that China has successfully implementedthe "market for technology" strategy since the reform and opening up. China hassuccessfully implemented the strategy which using foreign investment to drive ourhigh-tech concentrated industrial development and the escalation of China’s industrialstructure, in addition we has created numerous employment opportunities for our countryby useing foreign investment. But at the same time,there are some questions in theutilization of foreign investment,such as: very uneven geographical distribution inChina,the trend of owned is clearly and the industry monopolistic tendencies in certainsectors of foreign investment is emerging, this questions need deserve our attention.The paper concluded our country’s foreign investment policy and the measures thatChina solved foreign capital in the future. These policies includes: Adhere the strategiclayout of overall consideration to guide foreign investment to promote the development ofChina’s scientific and technological innovation and escalation of the industrial structure;Continue to use the foreign capital to promote coordinated regional economic development;adjust the strategy of using foreign capital in accordance with the actual situation of thevarious regions in order to constantly improve the level of foreign investment of ourcountry.
