Abstract


This dissertation introduces the background, deeply discusses the feature, thefunction, and the connotation of the people’s well-being and technology. It overviewsthe development achievements of the people’s well-being and technology in detailfrom energy development, resource saving and social medical security, puts forwardthe problems and the corresponding countermeasures for advancement of the people’swell-being and technology and prospects a positive impact of the people’s well-beingand technology in Chinese the "12th Five-year Plan".In order to promote the people’s well-being and technology’developing, firstly, itis necessary to construct the evaluation index system (the central work of theevaluation as well as the selection of the evaluation methods) of the people’swell-being and technology in our country and to insist the four principle of science,systematization, impartiality and availability; to thin the design of evaluation indexsystem, determine the corresponding evaluation object and goal, draft the evaluationindex and index system, develop the system framework design, structure the statisticalanalysis index, determine the metrics, carefully examine the statistical analysis index,and ensure the science and impartiality of index. Secondly, for strengthening ourcountry’s system construction of the people’s well-being and technology, it need tocomplete the system construction of related laws and regulations, enhance thesupervisory strength, improve the policy system of the development of people’swell-being and technology, strengthen propaganda and education, raise awareness.The research thought of this dissertation which is based on the feature, thefunction and the connotation of the people’s well-being and technology systematicallyarguments that the people’s well-being and technology is the internal factors topromote the development of economic society. It is able to change the form of thegrowth of the economic, improve the level of resource savings and comprehensiveutilization of energy, and enhance the economic growth and people’s living standard. The people’s well-being and technology provide a powerful support in terms of theinsuring the food security, promoting the economic structure adjustment, increasingour international competitions, raising people’s income and improving the quality ofpeople’s life and so on. The people’s well-being and technology is a long growingitem of science and technology. Its thought of people oriented and aim of benefitingpeople also fit the aim for us to construct the harmonious society. The people’swell-being and technology not only do promote the development of our country’seconomy rapidly, but also show an available way for us to implement the sustainableadvancement. In conclusion, in order to solve the problem of the people’s well-being,it needs to rely on the people’s well-being and technology as well as the cognition ofour shortage in our people’s well-being and technology. Our aim is to construct thecompletely development system of the people’s well-being and technology and let itserve the construction of socialism better, playing an important role on constructingthe "12th Five-Year Plan.
