The arrival of economic globalization and knowledge economy puts forward new requirements to the regional economic development. The regional system has become the main carrier and development mode of the regional economy. Regional innovation capability is the decisive factor for regional economies to gain international competitive advantage. And the regional economic development ultimately depends on the regional innovation capability.Innovation is a complicated process of interaction and mutual influence of the innovation subject, innovation object, innovation environment and other elements. It is an open complex giant system. In the practical innovation process, due to the limited available knowledge, there are many problems existing in the upgrading of regional innovation capability. In addition to that, China has vast territory with an uneven distribution of resources as well as differences in geographical and natural conditions. All of those cause the huge difference in the regional economic environment and institutional environment, which would inevitably affect the regional innovation capability while wasting the limited resources, resulting in few corresponding innovative effects. Therefore, under the resource constraints, exploring the inherent regional development potential and improving the innovative ability has become an important policy option for many governments to enhance the regional competitive advantage.The current theoretical research on regional innovation at home and abroad is in the ascendant phase. There are two reasons. On the one hand, the practice of regional innovation is still in its early stage of development belonging to a new-born thing whose nature is unstable, thereby, its theoretical study is also an emerging field; on the other hand, a recognized fixed definition of capability and system of innovation has not yet been formed. And the problem is lack of systematic research.This paper starts from exploring the important condition which supports the regional innovation capability—innovation environment. Subsequently, the thesis expands the specific study in accordance with the logical order from the relationship of the environment and innovation capability to establishing, developing and upgrading the system of sustainable innovation capability. On the basis of thorough investigation and study of large number of documents, the paper reviews the discussions on the regional innovation in the theoretical circle and adopts innovative theories, methods and techniques, through the analysis of Jiangxi regional innovation development status, characteristics and core competencies, reveals the strategic significance of innovation capability. And finally, this thesis proposes the policy recommendations of promoting Jiangxi regional innovation capability.Its main contents and findings are as follows:(1) It analyzes that as the fundamental support of modern regional innovation capability and the realization of leap-forward development of the society, regional innovation capability is a systematical and complex project. Its formation, not only reflects the new development concept, value concept and world view under the background of economic globalization, regional intensified competition and resource scarcity, but also shows that it is very difficult and arduous to do the theoretical exploration and practice of promoting the innovation capability, obtaining international competition advantage and realizing the leap-forward development of the region, however, the ambition and efforts never stop.(2)It makes clear that with the appearance of brand-new economic characteristics in the competitive regional environment, the environment which the innovation subject development depends upon shows a trend of complication and diversification. The enhancing of regional innovation capacity is influenced by many elements that constraints the innovation subject, such as high investment, high risk, high external impact of the technology, and so forth. Apart from that, the users and potential users of the technology may face risks such as uncertainty, asymmetric information, learning cost, resulting in insufficient impetus driving in creating new technology, and poor communication, exchange and spillover of the technology. In addition, the innovation subject inside may face internal barriers such as poor organization, mismatch of labor resources and weak management capacity, resulting in mobility barriers in information exchange in the process of technological innovation. Thus, to solve problems like stimulation, protection, and proliferation of innovation and to provide good generation and development environment for regional sustainable innovation is a way out to enhance regional innovation capacity.Innovation is not only a process integrated with efficiency creation, but also a dynamic process of innovative elements integration. The construction of innovation environment is a systematic project involving all aspects of government, universities, research institutions and enterprises. It is the complicated constraint system of innovation capability, requiring the government have a holistic consideration and design corresponding with the local regional characteristics when formulating policies and plans. The influential factors of regional innovation capacity is complex and has the local characteristics, thus there are differences and regional quality in innovation capacity evaluation. The positive results from the developed countries and regions can be adopted in the measurement research of regional innovation capability, but should not be simply transplanted. The research should define the concept system of itself and theoretical model of forming the regional innovation capability.(3)It comprehensively elaborates on the connotation, component elements of innovation environment, and its mechanism in innovation capability. Through Correlation and Regression Analysis, it discusses there is a strong positive correlation between the elements of the innovation environment and innovation capacity in Jiangxi province, which means that from elements of innovation environment like infrastructure, labor quality, innovation and entrepreneurial level, knowledge flowing level and knowledge absorption level have notable impact on regional innovation capability, but the financial environment has no significant effect on innovation capability. The upgrading of component elements of regional innovation environment in Jiangxi will enhance regional innovation capability. Through regression analysis, the thesis finds out that there are clear differences in the respective contribution of component elements, among which, the knowledge flowing level and innovation and entrepreneurial level have the biggest impact on innovation capability, and next, labor quality, knowledge absorption level, infrastructure. The financial environment doesn’t have supposed function in improving the capacity of innovation. The elements of innovation capability are empirically analyzed and clarified from the aspect of their contribution in innovation capacity and through comparatively accurate measurement, they are sorted accordingly.(4)On the basis of the analysis of the significance of the establishment of regional innovation system, the evaluation steps and the principles of evaluation index system design, this paper sets up a regional innovation ability evaluation system of Jiangxi province, including3first-level indexes:innovation investment capacity, innovation environment supporting capacity and the realizing capacity of innovation output. Among which, the innovation investment capacity contains2second-level indexes, including financial inputs and labor inputs together with6third-level indexes; innovation environment supporting capacity contains6second-level indexes, including infrastructure environment, labor quality, financial environment, innovation and entrepreneurial level, knowledge flowing level and knowledge absorption level with18third-level indexes; innovation output capacity contains2second-level indexes, including innovation performance, and innovation output with7third-level indexes. Besides, the paper analyzes every rating index and provides the calculation method. What’s more, several analysis methods of capability evaluation are given together with the reasons of selecting the DEA method.(5)Based on analyzing and filtering rich data, the paper conducts the horizontal and vertical DEA evaluation method on Jiangxi regional innovation. From the horizontal comparison of the six provinces in central China, Jiangxi regional innovation capacity is at a lower level with low overall innovative input and output level. However, it has a large innovation potential. If focusing on promoting both of the innovation resource investment and the efficiency of using the innovation fund and labor, by improving the capacity of innovation, Jiangxi will be able to maintain a long-term and high-speed growth. Judged by the longitudinal ten-year-comparison from2001to2010in Jiangxi, every input-output indicators of Jiangxi has been gradually improving, but with a low overall innovation efficiency, there exists problems like insufficiency of input of elements of innovation, deficiency and inefficiency of output. It proposes measurements of enhancing the role of innovation capability in Jiangxi province, such as increasing investment in innovation, rational allocation of the innovative elements of innovation environment, improving output efficiency and so on. (6)With the application of the research findings of the previous five chapters, and combined with the construction status and restricting factors of regional innovation in Jiangxi province, it puts forward policy recommendations for upgrading innovation capability of Jiangxi province, which provides reference for decision-making and support for finding solutions for the construction of regional innovation and achieving sustainable development in Jiangxi province.The innovation of this thesis mainly lies in the following three aspects:①Novel research perspective. This paper proposes and tests a measurement model of the contribution of innovation environment for innovation capability. The paper attaches importance to the relationship between innovation capability and its environment, re-define the environment for innovation, trying to proceed from the inner mechanism and the mechanism of function of the regional innovation environmental nutrition and motivation, establishes index system of innovation environment, adopting Correlation and Regression Analysis, empirically examines the environment for innovation has positive correlation effect on innovation capability, and finds out the elements of innovation environment that effects the innovation capability, establishes them in turn according to their importance, while discovering which factors at present play an active and leading role and which are the weak points, requiring to be further strengthened. Since this study is aimed at the important role of innovation environment in promoting the innovation capability in Jiangxi, the conclusions can also provide a reference to the quantitative research and practice of developing regional environment.②Innovative research method. On the basis of a comprehensive analysis of various factors affecting the innovation capacity, this paper explores the inner structure of the innovation capacity system, establishes an innovation capability evaluation index systemembody embodying the innovation features of Jiangxi province. It discusses the soft index variable of innovation environment as an creativity input, and by combining hard and soft index, with the application of DEA method, it makes the horizontal and vertical comparison of the innovation capability of Jiangxi province, finding out its insufficiency while suggesting ways to solve the problem, which are unique on the method. ③Innovative research approach. Based on the study of theory and practice of innovation capability, this paper selects Lattice Power as a case to study which is representative in combination of politics, production, learning, researching, and investment, analyzing the features, problems and solutions in innovation inputs, support of innovation environment and innovation output. And it’s also innovative in solutions of helping upgrade Jiangxi innovation capability.
