Abstract


Along with the development of China’s market economy, its side effects are rising to the surface, among others, such problems as widening gap between the rich and the poor, increasing pressures on employment, and the difficulty in getting access to medical care and the high medical care fees, are becoming increasingly acute. These problems on one hand are unavoidable in the course of market economy’s development; on the other hand, they cannot be easily solved by market economy itself and also go against the nature of our socialist country. Under the current circumstances in which China is making great efforts to promote the building of a harmonious society, it is essential to develop social security program and well play its role of“a third-way of redistributing the public’s income”in order to maintain social equity and justice. This thesis first makes an analysis of the role the current social security program of Luyi County, Henan Province, plays in the building of harmonious society and the problems existing in this program. Through this case study of Luyi County’s current social security program, the thesis studies the problems existing in social security system in China’s middle and western regions, as well as the bad impacts they are imposing on the building of China’s harmonious society, and finally gives some policy suggestions on how to eliminate these problems and side impacts of the program.This thesis consists of all together four parts. The first part makes a brief introduction to the social conditions of Luyi County and the status quo of its social securityprogram, and then presents the main methodologies used in the thesis. In the second part, the author, based on his analysis of the county’s System of Subsistence Allowance, New Rural Cooperative Medicare Scheme, and Employment Security Program, comes to get a good understanding of how the social security program has impacted on the building of social harmony in Luyi County. The third part makes a detailed analysis of what factors in the county’s social security program that has an impact on local social harmony. In the fourth part, given the conditions of China’s social development today, the author, in response to the deficiencies of Luyi County’s social security program, provides some policy suggestions on how to give a full play to social security programs in China’s vast middle and west regions in an effort to promote social harmony in China.
