1990s, rural issues as an academic concept put forward by China scholars, many domestic scholars to the study of the problem from many angles, and also made a lot of results. Most scholars regard the study focused on the content of the industrialization of agriculture, operation mechanism, development mode, they want to operate through the industrialization of agriculture problems to solve. And I think this is China’s first industry and secondary and tertiary industries there is a huge gap because farmers did not unite, like other industries, like the lack of organization. This absence is determined by government policy, market and other factors, is difficult to direct the agricultural industry, like other market-oriented, industrial operations, rural issues arising. Therefore, I believe that the crux of the problem is that our country’s low level of farmers’ organizations.Therefore this paper around the issue of farmers’ organizations to solve problem of low, I think that we have elaborated the following aspects of the problem:First, the use of literature research method of the research background of farmer organizations and international research from a macro perspective and the organization of farmersdevelopment status; Second, farmers’ organizations of the theory, content, features, functions and other basic introduction to the basic content; then, the use of institutional change theory to study the planned economy period, the economic transition period, during the three hours of new rural construction segment of China’s evolution and development of farmers’ organizations, economic organizations of farmers from that country at different times under different policies reflect the different characteristics, and on this stage, the national organization of farmers in Jiangsu Province and described the status quo; again, using the literature research methods, game theory, etc. from the government, market, farmers point of view of stage three in the issue of farmers’ organizations and the impact analysis as well as its inherent interest mechanism coupling mechanism described;, the use case describes the four stage of China’s most typical farmers’ organizations mode of operation of the region want to be able to choose their own development according to local conditions of the farmers organization model; again, through the United States and Japan, and Taiwan, China introduced the development of farmer organizations, to seek learning experiences.
