Abstract


With the development of economic globalization and the knowledge economy , intellectual property is becoming a powerful driving force for national economic development and the fundamental guarantee . Enterprises as the main body of the market economy , the ability and level of innovation and use of intellectual property determines the core competitiveness of enterprises , to a large extent determine the country's overall competitiveness . Intellectual property rights of Chinese enterprises there are still many problems , the company's intellectual property creation, management , protection, use is not strong, the enterprise comprehensive ability of intellectual property rights is an urgent need to improve , and the Government as the leader of the administration of intellectual property rights , whether from the intellectual property laws the formulation of laws and regulations , strategic planning has a guiding role. But the facts show that the enterprise intellectual property management in the past , the role of government there are serious deficiencies and shortcomings . Based on this, research from the government level to enhance the comprehensive ability of corporate intellectual property behavior has important theoretical and practical significance . This study mainly five parts, the first part introduces the ability to intellectual property rights and other related concepts and theoretical basis , and the related arguments are summarized . The second part of the government action defined by the ability to enhance intellectual property of the government action to enhance comprehensive ability in the process of concept, role , ways and modes of intellectual property . Third , respectively, from the creative ability , the ability to use , ability to protect the management capabilities Empirical Analysis of Jiangsu Province, comprehensive ability of intellectual property rights , and pointed out that the lack of status and shortcomings of the government to enhance these capabilities . The fourth part of the intellectual property status of comprehensive ability for enterprises in Jiangsu Province , proposed building to enhance the comprehensive ability of intellectual property rights of enterprises in Jiangsu Province progressive co - nurturing mode and nurture utility .
