Abstract


Since the 1990s, China began to implement the urban minimum living security system. It plays a very important role in ease a widening gap between rich and poor which bring Series problem. It’s the Key part which establish the“access standard”of urban“low household”that can ensure that key parts of the urban minimum living standard security system effective. However, our country is planned economy transforming society; there are many imperfect issues in the minimum living security system in theory, in practice. Especially the standards of access and exit of“low household”, and a lack of clear instructions in, poses should not be insured, insured; should be insured, not insured. Finally,led the social security target ,“make sure all the low household protected”, has not been achieved. Author proceed from this background, for problems related to the access standard of“low household”, seriously study the current situation of the access standard of“low household”, proposed the management target of“low household”which suits the national condition, and the adjustment policies of access standard of“low household”.The paper divides into five parts: The first part explain the research of purpose, the background and the method and so on; the second part is the Brief narration of minimum living security system and it’s related theories; the third part aim to analysis the current condition and access standard and management of urban“low household”in china; the fourth part aim to made some management targets that suit the access and exit of the urban“low household“in China; the fifth part pose some management mode of the access condition of“low household”from the standard adjustment, legislative, funds inputs, audit and supervision.
