Abstract

Along with the improvement of living standards and the increasing travel demand offarmers，a large number of passenger enterprises into the rural passenger transport market.However， there are several features that make the rural passenger transport has greatpotential safety hazard，such as the rural roads are usually very vast but the passenger linelayout is unreasonable， poor infrastructure and passenger operations are limited and so on.Meanwhile the grave rural road traffic accident occurred frequently in our country， seriouslyaffecting the passenger transport market and people’s life safety. Therefore put forward torural passenger safety evaluation research has a certain role， both to enhance the security ofthe rural highway passenger transportation and to improve the safety of the rural residentstravel rate.This paper based on the rural highway passenger safety as the research object. First ofall，dscribed the research background by using the methods of investigation and evidencecollection， summarized the research significance of the research， and introduced the ruralroad safety research status through applying the method of literature review. Secondly，byusing the method of literature investigation and practice， analyzed of rural passengertransport development and safety situation. Combined with the rural passenger transportsecurity vulnerabilities， summarized the main factors that influencing the rural passengersafety，passenger traffic participants，vehicle security status and state of rural roads，namelyman-vehicle–road. Then，using the method of qualitative analysis， combined with thefactors that affect the safety of rural passenger transport， established the evaluation indexsystem of rural passenger transport safety. Focus on assigning weights of the evaluationindexes by analytic hierarchy process (AHP)，and choose the improved fuzzy comprehensiveevaluation method to evaluate the built system. And take Gansu province rural passengersafety evaluation as example， using the built evaluation index system of rural passengertransport safety verification， the results showed that the rural highway passenger safetyevaluation of Gansu province is inferior， there are certain problems. Finally， combiningwith example of the analysis results and considering the current situation of rural highwaypassenger safety， puts forward some corresponding measures of management.
