Abstract


In recent years, our country’s railway construction has appeared a new situationwhich promotes comprehensively and develops accelerate. Because of theoverwhelmingly expanding circumstances of the railway construction, railways bureau,the proprietor of the railway construction project and the built-transfer party, has morepressures and difficulties on the project management. During the construction phase ofthe railway project, the combination of the features of the railway project, pulling-inthe idea of the performance management, structure a scientific, reasonable,highly-efficiency operate assessment system on the railway project and completing theproprietor’ s assessing the railway project management during the construction phasehave realistic significances for the railway bureau finishing the building tasks overalland implementing the railway construction target and ensure quality, safety,investment, project time limit, environment and process innovation.Based on the performance assessment and summaries of the railway projectconstruction program performance assessment foundation theory, this essay introducesthe performance assessment work of XX railway bureau and analyzes the existingproblems during the construction phase of the program performance assessment withthe questionnaire survey method, the empirical analysis and the method of comparativeanalysis. With these problems, the essay redesigns the construction phase of theprogram performance assessment system and researches the status of implementationof the new-designed performance assessment according to the aspects of orientate andtarget of the performance assessment, basic principles, appraisal processes and theconstruct of the index system. On the basis of literature research, this essay takes on the methods ofquestionnaire survey, comparative analysis, summary and combines the theories andfacts (focus on the empirical study). The essay takes project program managementperformance assessment of the XX railway bureau as the research target, which has theobvious typical in the present railway management setup and provide references of ourcountry’s railway transport enterprise to improve construction program management.
