With the market competition expansion of highway construction survey design and sustainable development of highway industry in our country, how to improve the cost management level and competitiveness of highway survey and design proj’ects has aroused wide concern. Cost, quality and schedule are three major goals of highway survey and design project management because their implementation reflects the project management level and determines the total cost of project. As the current advanced international project management tools, the traditional Earned Value Method has a good effect in the integrated assessment and control of the project schedule and cost goals, which is widely applied in project management field, and highway survey and design project cost management.However, the traditional Earned Value Method only considers the effect of the project progress on the cost and ignores the effect of quality factors, therefore cannot fully and accurately reflects the cost implementation of highway survey design projects and reflects the effect of quality factor on the project cost and schedule. In order to improve the highway and design project cost management level, overcome the limitation of the traditional Earned Value Method, This paper analyzes the basic principle, basic parameters and performance evaluation of the traditional Earned Value Method under the analysis of characteristics of highway survey and design project. By introducing the Quality Cost and Quality Performance Index concept, this paper realizes the monetary quantification of the project quality level, and obtains the two indexes, Quality Variance and Quality Performance Index, to assess the implementation of the project quality. And the paper also establishes specific application of the Quality Earned Value Method, reflects the effect of the quality factor on project cost. Through the application of the Quality Earned Value Method in engineering practice, we find that this method can effectively improve the project cost management level, ability of the three goals performance analysis and the effect forecast of quality change on progress and cost, put forward rectification measures under integrated analysis and control of three goals. The Quality Earned Value Method realizes the optimization of three project goals management and plays an important role in the project quality objectives realizing, cost and construction period saving. The great advantage of Quality Earned Value Method in project cost management is confirmed by compared to the traditional Earned Value Method in the similar projects. As an advanced project cost management methods, the Quality Earned Value Method has simple principle, strong operability, and great value of popularization and application of cost management field of highway survey design.
