Abstract


In this paper, we use public management theory and methods, to look at the Jiangsu MSA to implement the status quo of the River&Sea integration mode, analysis the status quo and the system of public management theory in line with the situation; analysis the direction of development of River&Sra integrated model..Through research, the paper points out that there are still problems in Jiangsu MSA to promote the implementation of the the River&Sea integrated process:First, management practices mindset, in practice the process of consciously followed existing practices; or subject to the actual situation of the unit, to a certain extent deviation from the principle requirements of the law enforcement model reform, resulting in the imperfections of existing regulatory mechanisms; Second,in the River&Sea integration process, although the management and the managed object relative unity, but it is undeniable that the river and sea are very different in many respects, which to extent or limit the effective implementation of existing regulatory mechanisms;Third, the basis for enforcement of the sea and river is not uniform, resulting in law enforcement standards differences, to some extent, caused administrative troubled and puzzled;Fourth, the imbalance of the coastal port development has brought along the coastal regulatory, the sharing of regulatory resources, the Marine Management efficiency is not high.This study, which is based on the public management perspective, is proposed to promote the the River&Sea integration program:for the similarities and differences of the coastal marine monitoring mechanism, according to a unified management, streamline performance integration and coordination, grading and classification, highlighting the scene, try to adapt the principle of development to further improve the management relations, a clear say in the main, the integration of regulatory resources, to improve regulatory efficiency and co-ordinate along the river and coastal maritime regulation; promote the allocation of resources integration; promote the development of the integration of the basis for enforcement and the integration of development planning; promote service system integration aspects of the recommendations, and build with Jiangsu characteristics Maritime River&Sea regulatory approach to further enhance maritime regulatory performance, to promote the strength of Jiangsu MSA of building a world-class maritime.
