Owe to the rapid development of human science and technology, especially more high speed, more modularization and more artificial intelligence in the area of electronics information technology and electronic hardware, Modern electronic equipment has been able to recognizing and tracking the visual target object, and which playing an increasingly unimaginable role in the national defense science and technology building and the national transportation areas.The study background of this paper is the surveillance of maritime in Hunan province and its city and county, and research is based on the "digital channel" surveillance platform built in whole province. In order to reach the ability to detecting and autonomous tracking ship and Target designation that failed to achieve on province’s maritime surveillance platform, this paper focus on conducted a study to meet the actual needs of the surveillance and control in system. Core objective of the study is the visual detection of the ship, and effective tracking for specific targets, and display the real-time status information of target ship in platform, and record scene. The main research contents is as follows:(l)Discussing the developing status of the detection and tracking technology for waterway ship target, focusing on local maritime regulatory status of Hunan Province, and effectively launch a collection of maritime monitoring needs. Contact existing video surveillance networks, and then complete the selection of equipment needed by research scene. Then, set up an surveillance platform based on intelligent surveillance camera.(2)Taking into account the highly real-time requirements of video surveillance system and the features of monitoring target and environment, this paper carried out a comparative study of the ship target detection methods, and has developed a background subtraction algorithm that could satisfy the requirement of ship target detection. On this basis, getting target tracking. First, building a moving model of ship target and using Kalman filtering algorithm for target prediction, and then in order to tracking the target ship, it need to match the invariants of the ship’s contours. On this question of how to realize the dynamic camera tracking, at first, predicting the region of interest of the ship in the next frame, and feature extraction is then performed, and finally according the equal interval to calculate the moving Angle of camera to ensure the visual smoothness of monitoring picture, and has verified the effectiveness of the algorithm through the simulation experiments.(3Consolidated a large number of experimental results and identified the detection and autonomous tracking method for ship target. Combining the open computer vision library(OpenCV) function to construct ship target detection and tracking platform based on VS2010dialog project. This platform not only has achieved the function of real-time detecting and tracking ship target, at the same time can also displaying the current status information of the target and marking the contour of the target. In addition, this software platform also provides video recording, capture, query and manual PTZ functions.
