With the development of ship towards large-scale and high-speed direction, increased dramatically the number of ships collision accident plus, more and more, the harm is also growing. The collision problem has become an important problem waiting to be solved. Study of ship collision avoidance decision-making, research is helpful to the ship automatic collision avoidance system. In view of this situation, the world began to study automatic collision avoidance system assisted collision avoidance. The expert points out, ship automatic collision avoidance is one of the main direction of navigation technology in the next10years or20years, be imperative research ship intelligent collision avoidance system utility! In fact, research on automatic collision avoidance system in the field of navigation has been the development of history is long, the research of ship collision avoidance decision-making, began in the nineteen seventies end, since the90’s rapid development, and become the shipping community and Nautical Science and Technology Institute of frontier research topics.Based on lots of literatures, according to the condition of the project, first discusses the ship intelligent collision avoidance system of domestic and foreign research present situation and significance of the research, introduces the key technology and the storage method of AIS data and decoding, and electronic chart display and transmission standard, standard S63encryption to protect the electronic chart technology, established the mathematical model of ship motion and collision avoidance decision making, and through VC++computer programs to implement, as follows:(1) the decoding problem of the AIS statement, which gives the effective ASCII code into computer6bit binary string algorithm; according to the first character of package ASCII strings without decoding can determine the message type characters with message ID table, and finally the algorithm into practice, writing software simulation to achieve decoding process.(2) to establish the motion model of ship, including the constant motion model and variable motion model, steering, and with the help of electronic chart display platform to display;(3) according to international regulations for preventing collisions at sea,1972, established in action decision model of ship, including the treatment action decision model, cross action decision model and overtaking action decision model; (4) establish a ship collision avoidance action decision model, the start of ship collision avoidance action distance, and through VC++is realized with the help of electronic chart display platform to display.Based on the practical application of theoretical knowledge, will be applied to the practice, thus it has certain guiding significance in navigation practice, ensuring navigation safety.
