Abstract


As the focus of current hydropower development of our country, the Yangtze River is thelongest river which riches in water resources. Known as the Jinsha River, the upperreaches of the Yangtze River from Yibin to Yushu drop to more than5,100m, whichaccounts for95per cent of the Yangtze River’s total fall. The climate of the Yangtze Riverbasin is complex, abundant rainfall but uneven distribution leads to frequent flood anddrought disasters. Three Gorges reservoir, located in Yichang, Hubei, firstly targetingflood control, is the largest strategic reservoirs, which can be adjusted through runoff,optimizing water resources allocation of river basin, achieving purposes as "regulating theupper, compensating the middle and the lower". With the development of the lowerreaches of the Jinsha River, proposed Wudongde and Baihetan hydropower stations haveset about working on the migration, the main construction of which is respectivelyplanned to get started in2014and2013. Xiluodu and Xiangjiaba hydropower stationshave been under construction and are respectively planned to conduct trial operation of thefirst generating unit. According to the planning proposal of the lower reaches of the Jinshariver cascade, concerning the overall arrangement of the vision of flood control of theYangtze River, the flood control task of the four new cascade in the lower reaches of theJinsha river comprise the requirements of themselves and coordinating with flood controlof the Szechwan River and the middle and lower reaches of the Yangtze River as well.Therefore, for the current situation of the Yangtze River Flood Control, we must carry outthe cascade reservoirs in lower reaches of the Jinsha River joint Three Gorges cascadereservoirs group for flood control without delay. With this serving as context, research isprocessed in the paper.First of all, this article describes the conventional single target scheduling of reservoirflood control. With this in concern, combining the engineering practice of the joint floodcontrol of the cascade reservoirs, the cascade reservoirs flood control single objectiveoptimization model based on the maximal flood peak reduction criterion is established tosolve this problem using simplified control discharged algorithm. Thereafter, by comparing three gorges cascade separate flood control situation, this article analyses theflood control effects of the Yangtze River with the joint flood control of the cascadereservoirs working.Secondly, focusing on this multi-objective problem of this engineering practice,considering the objectives of each reservoir dam safety and the protection zone of theupstream and downstream safety, a multi-objective optimization model of the joint floodcontrol of the cascade reservoirs is established in this paper, a multi-objective particleswarm algorithm model optimization solution is used to solve this problem, finally, thissolution distributes of a wide range set of the non-inferior scheduling programs offering topolicy makers for evaluation and selection. Selecting1981and1998as the typical floodyears, a jointly control optimization scheduling under design flood has been done atdifferent frequencies in the typical flood year. And cases study results has shown that,compared to a separate run in the Three Gorges cascade, the joint flood control of cascadereservoirs can effectively reduce the Three Gorges Cascade storage peak flow and thehighest water level of the dam in Three Gorges, meanwhile, enhance the flood controlcapacity of the middle and lower reaches of the Yangtze River.Finally, this article presents the design approaches of cascade reservoirs in lower reachesof the Jinsha River joint Three Gorges cascade flood scheduling module, such as systemarchitecture, data processing and modeling methods etc. Combined with the content of theNational Science and Technology Pillar Program Project (2008BAB29B08-06), thismodule is integrated into “the basin cascade joint scheduling decision support system”,which provides relevant units and departments with the data reference and decision basisfor making policy of the middle and upper reaches of the Yangtze River basindevelopment and determining procedures for flood control.
