Abstract


The manhole cover governance is a small problem of city management, but also an important part of city management. In recent years, with the acceleration of urbanization, the problem of manhole cover management occurs frequently, manhole cover wounding incidents happened in many domestic cities, some of the incidents have brought great losses to people’s lives and property and caused the high attention of all levels of government. Many domestic cities have introduced methods and measures of manhole cover management, government department tied to solve the problem of manhole cover management through holding joint meeting, establishing mechanism, strenthening supervision and inspection, but until this date, the problem of manhole cover still happens frequently in domestic cities, at no point has the issue been well settled. This paper takes Jinan as an example, the author grasps the basic situation, scale, management mechanism, related regulators, rules and regulations of the manhole covers of Jinan through extensive literature review and investigation, objectively analyzes achievement that Jinan has made in manhole cover management and dissects the existing problem of manhole cover management. Based on this, the author tries to sue cooperative governance theory, draws into enterprises, non-governmental organizations, citizens and the media to participate in the process of manhole cover governance in order to explore a mechanism that can fundamentally solve the problem of manhole cover management through mutual cooperation, mutual constraint between the participants above. And put forward some countermeasures and suggestions on manhole cover management of Jinan around the mechanism.This paper is divided into five parts. The first part is introduction, which explains the significance of the issue, research status and research methods, the author also systematically reviews the articles and monographs about manhole cover management at home and abroad and absorbs the achievements of previous studies and points out the insufficiency. In the second part, the author describes the theory related to manhole cover management, mainly introduces the public goods theory and cooperative governance theory in order to deal with the manhole cover management predicament by using these two theories. In the third part, the author introduces the basic situation and management mechanism of manhole covers of Jinan, reviews manhole covers of Jinan and manhole regulators, introduces the related mechanism of manhole cover management of Jinan and analyzes the characteristics of these mechanisms. In the fourth part, the author introduces the existing problem of manhole cover management of Jinan and analyzes the reasons of the problem. The problems are stolen problem, quality problem, disease problem and property rights problem, the author deeply analyzes the causes of these problems, including the profit of private sector leads to government failure, the asymmetry of government and enterprises in power, information and other resources, very little has been achieved in the implementation of manhole cover management responsibility, lack in effective overall coordination and so on. In the fifth part, the author uses cooperative governance to put forward the solution to the manhole cover management of Jinan, through further analysis of the advantages and disadvantages of the scheme, finally put forward the countermeasures and suggestions to solve the problem of manhole cover management,
