Abstract


In the face of fierce competition and rapidly changing market environmet, human resources has become the primary resources for a hospital.it makes a effect on the survival and development of a hospital.The human resources is a complete system, it resides in the core seatus in the human resources management. It focus on the enhacement of staff achievements, while the staff achievents enhancement serves for the realization of organization achievements, this means the development of a staff and enterprise correlate with each other, Simultaneously,it also promote the satatus of achievments management to the strategic stratification plane. At present, the balanced scred card is one of very effctive strategic achievements management tool.This thesis takes the Xiangxiang aluminum hospital as the study object, Based on a wide range of management theory, the research use survey research, statistical analysis, comparative studies, quantitative and qualitative integration and testing methods, analysis the performance of the hospital management form a strategic perpective. and identify the problems in the current peformance managent,such as the misunderstanding of the concept of performance management, incomplete performance management process, inadequate communication process management and so on. To deal with the problems,Xiangxiang aluminum hospital provides a systematic performance management system.which is combined with the overall strategy.Based on the situation of the hospital,the performance management system will promote the development of the hospital.
