Abstract


With the development and progress of human civilization, the countries of the world in the ongoing reform of the penal system and innovation, to try the most beneficial way to treat the crime and the offender, and community corrections as a new advanced way of penalty enforcement in played an active role to promote socialist democracy and legal system, improve the quality of education and reform, the rational allocation of execution resources, and enhance the effectiveness of the execution of punishment, more and more people heat Negotiation concern. In early 2002, the Ministry of Justice Community Correction System Research Group, a large number of in-depth study of the experiences and practices at home and abroad, formed in August of the same year, the \In July 2003, the Supreme People's Court, Supreme People's Procuratorate, Ministry of Public Security, the Ministry of Justice issued a \to carry out the community correction work. The author attempts to learn theoretical knowledge and learn from other provinces and cities on the basis of the basic practices of community corrections, work practice, a brief introduction of the the Inner Mongolia community correction, proposed the idea to establish and improve the community corrections system, in order to further promote the Inner Mongolia Community Corrections play a positive role. In addition to the introduction and conclusion, the main content is divided into four parts. Part I: Basic Theory of Community Corrections. The that part introduces the concept of community corrections, basic characteristics and theoretical basis; Part II: on the practice of Community Corrections development. This section briefly describes the scope of application of Community Corrections, development status, as well as the main problems; Part III: Inner Mongolia Community Corrections perspective, work practice and research, introduces the basic approach of the Inner Mongolia Community Corrections, in-depth analysis exist The main problem; Part IV: proposed Reflections further strengthen of Inner Mongolia community correction work. Aspects from the the sound community corrections safeguard mechanism, establish the rules of the community corrections program and improve the legal system of community corrections, focus on strengthening community corrections organization, team building and infrastructure construction, improve the legal system of the Community Corrections, and improve the the Community Corrections convergence mechanism, further promote of Inner Mongolia community correction work standardized and orderly conduct.
