Abstract

Involved in post-disaster reconstruction is a layout of urban and rural economic development, as well as cultural heritage orderly remodeling and many other aspects of the complex system engineering. In many aspects of post-disaster reconstruction, the community as a basic unit of society and people's life's basic premises, for individuals, families and even the region's long-term recovery has an important role of social support. Community as the basic operating unit, to promote community development through post-disaster rehabilitation damaged area, will be able to effectively enhance the consciousness of victims, and promote long-term development of the affected areas, is bottom-up path of reconstruction is one of the important goals. This article from the perspective of public administration, the disaster community development is defined as the government's support and guidance, self-help disaster victims and people through external forces helping the combined form, eliminating the effects of disasters, and to achieve the overall function of the affected communities Warp process. The essence of this process lies in how to exercise its power to guide, control and regulate the activities of different subjects, how to understand the role of the main types of participation and interaction has become the focus of this article. In this paper, Wenchuan earthquake community development practice as the research object, view and organize a large number of related documents, based on the perspective from the governance of its interpretation, the formation of the main points are: (1) Community Development is a community disaster as a platform to hit people in the government's support and guidance, through self-help disaster victims and the external forces helping the form of combination, to help communities recover and get back to normal life collaborative governance process development opportunities, with a long, complex, systemic and other features; (2) Compared to the physical space reconstruction, community development, more emphasis on post-disaster psychological sense of community reconstruction, focusing on enhancing the community's anti-vulnerability and future development. Therefore, how to stimulate the consciousness of local residents and enhance its resources closer to their lives and influence decision-making ability is to achieve sustainable development an important foundation for the disaster area; (3) to clarify the role of different subjects is to achieve orderly community development, disaster and standardization of important guarantee. Currently Overall, the government still bear most of the reconstruction task, control and dominate the direction of development of the community and the local affected people, civil society organizations and other body is relatively marginal position, with the Government of the scope and depth of the relatively limited, main role has not yet been effectively; (4) the progress of post-earthquake community development, performance and content, by local technical, socio-economic, natural environment, political and administrative conditions and the impact of disasters, the damage, so the reconstruction of different regions characteristics and limitations will be different. Wenchuan earthquake community development practice shows that the dominant position of respect for the victims, strengthen community-led community development path, relying solely on achieving the disaster area by the \Therefore, it is necessary to build a kind of \self-recovery and future development.
