Abstract


In recent years, Many problems become so serious increasingly that all countries pay high attention to them,such as the shortage of energy, low availability of resources, high consumption of energy, heavy pollution and ecological environment worsening. In order to solve the coordinated development problem of the energy, the environment and the social economy,we must advance the enterprise to implement Energy Saving and Emission Reduction, develop circulation economy, and build resource-saving and environment-friendly society. Energy Saving and Emission Reduction is the most effective way to solve the coordinated development of energy,environment and development, which can not only save the energy but also reduce pollutant emissions, besides,it protects the ecological environment.The author in depth analyzes the environmental obstacles of our enterprise in the course of energy saving and emission reduction.At present, there are many environmental obstacles which influence our enterprises to implement Energy Saving and Emission Reduction,such as the lack of the policies about energy saving and emission reduction, inadequate of the legal system, technological backwardness and unsound of market.In order to achieve "Eleventh Five-Year" targets about energy-saving and emission reduction and to promote the coordinated development about the energy,environment and society of China. The author proposes strategic measures to promote enterprise’s Energy Saving and Emission Reduction for China’s national conditions,which is not only based on the condition of our country, but also learns from the experience of developed countries, we should make comprehensive use of legal, administrative, economic instruments, mobilize fully enthusiasm of government, business and society, and promote a comprehensive energy-saving emission reduction,namely:building a environmental support system for the implementation of energy-saving emission reduction. The author proposes some concrete measures from the strengthen policy system and legal supporting system of promote enterprise’s energy-saving and emission reduction, nurture and encourage market system and market mechanisms to promote enterprise’s energy-saving and emission reduction.
