Abstract


Since the 21st century, along with the rapid technological development of computer hardware, wireless network communication, GPS, mobile GIS, etc., people began to get rid of fixed network, cable ties and then come to the realization of a new working way, which is no longer limited to time, location, person, affair, or device any more. Consequently, these changes lead to great economical and social benefits.At present, the law enforcement of environmental protection war still faced to many significant difficulties, such as hardly to obtain environmental protection information in time, hardly to collect real-time information promptly for management, and out-of-date law enforcement measures etc. At the same time, the pressures of environmental law enforcement were becoming much heavier corresponding to people’s increasing demands on environmental quality and living standard.Information technology was needed to obtain facilities’environmental information rapidly and to guide law enforcement persons to arrive to the right location at the first time. These could help lots to improve the efficiency of law enforcement and to guarantee the public environmental benefit. These researches were very important for handling the current bottleneck of environmental protection.This thesis focused on the characters and existing problems of environmental protection law enforcement work, and considered the latest domestic and international development of GIS technology. Through integrating the mobile GIS technology, a full system framework of mobile environmental protection law enforcement of Hebei province was established. Based on the framework, functional requirements of both server and client were analyzed in detail, and those key technology used for the system implementation were discussed deeply. Furthermore, some key functions were designed and developed specifically. Based on mobile GIS technology, the proposed framework of mobile environmental protection law enforcement system adopted intelligent mobile phone as enforcement equipment to implement many functions on the scene, including notes making, evidences taking, data uploading, and forms printing. The system used digital maps to track people’s position rapidly, to query information directly related to the official’s track, to search the special map for environmental protection, and to get facilities’environmental protection information. With the help of online monitoring system, it actualized real-time monitoring which has full coverage on measure and time for environmental protection law enforcement. Overall, the application of this system would innovate the way of environmental law enforcement, improve the administrative efficiency, and enhance the management level of environmental protection.
