Abstract


With population aging accelerative, the traditional way of pension faces more and more serious dilemma. The development of the social and economic has brought longer average life and higher standards of living, and the more diversified or personalized tendency of pension services has been increasingly apparent, which gives greater pressure to pension services.Thus, we find that the traditional way has been unable to meet needs and the relevant departments and scholars has began to initiate to seek a new way and a breakthrough for pension services. Then, Home-based Care Services have come into being.Many places have joined in practice, which have acquired a series of achievements. However, these practices did not have the persistence and stability. In addition, the problems of Community Home-based Care Services Station are widespread, for example the shortage of funds, the imbalance between supply and needs, the lack of specialization and so on. The domestic academic research about Community Home-based Care Services Station is missing. The studies about how to play a role in integrating subjects and multiple resources to promoting the long-term development of community’s Home-based Ccare Services are few.Based on the dialectical analysis and interpretation of literature, combining with empirical research on YTS Home-based Care Services Station, and using interviews and historical data of YTS Community, the paper analyzes the operation status of the YTS Community Home-based Care Services station, finds problems and proposes some suggestions. First, we must clear the objectives and location of Community Home-based Care Services Station. Second, we must solve problems in a system and improve the hardware and software of the services station by establishing operation model.The so-called Community Home-based Care Operation Model is a win-win transaction structure between the service providers and the stake holders. The model tries to put the government, family, social and market into a dynamic system, in which we can effectively integrate resources, in which we can truly combine social and marketization of home care services, in which we can prevent and resist problems and risks of Community Home-based Care Services Station. Ultimately we will promote the sustainable, healthy and stable development of Community Home-based Care Services.
