Abstract


In today’s socialist new period, the economic boom, but vulnerable groups in society is still a number and more in daily life food, study, employment, medical security are vulnerable groups, we need to pay more attention to in the new era of a group. This paper mainly discusses the social vulnerable groups in the town the disabled group to tianmen city JingLing town disabled as the main research object, this paper analyzes tianmen city JingLing town town disabled relief present situation and the existing problems, and then puts forward the related assistance for disabled persons town countermeasures and Suggestions. This paper is divided into four parts:the first part (first chapter and the second chapter mainly introduces the town of disabled persons and rescue related concepts, and the town the disabled social assistance theory reviewed; The second part (chapter3and chapter4) first aimed at tianmen city JingLing disabled aid situation analysis, and in-depth analysis of the tianmen city JingLing disabled salvage the problems in the work, then introduced the disabled social assistance leading concepts and practices. In the second part of the third chapter, this paper JingLing tianmen city town of social assistance for disabled persons to launch the questionnaire survey, based on the questionnaire survey173handicapped people depth study of the present stage of tianmen city JingLing town, the present situation of the social assistance for disabled persons. The depth of this paper analyzed about the disabled foreign aid policy and practice, mainly summarizes the Britain, the United States and Japan’s disabled social assistance system is the practice of some reference. In the third part (chapter5) to improve existing disabled assistance system policy Suggestions are given:(1) the establishment of urban disabled government rescue fund;(2) establish a government-social interaction comprehensive assistance system;(3) play folk charity and social role of groups of;(4) build town social help disabled persons a good atmosphere,(5) propulsion disabled social security legislation process;(6) strengthen the urban medical and rehabilitation of disabled persons salvage. The new period of China, to build a harmonious and stable development of China, must be solved in socialist construction and the existing in conflict, reduce the incidence of emergency, so, pay attention to the town of social assistance for disabled persons, to maintain tianmen city JingLing town of social stability, promote the economic management development is of great significance.
