Abstract


Disabled due to physical disability and dysfunction and has a special socialgroup, is the social development inevitable costs, more are particularly in need ofsocial security social groups, to provide people with social security in today’s world isthe evaluation of a national or regional economy development level and civilizationdegree important symbol, in this era under the background of the development ofsocial security for the people with disabilities, especially its necessity and possibility.The social security system can effectively maintain the groups of persons withdisabilities equal rights and legitimate interests of the disabled groups, the full andeffective participation and social integration, in our country has entered a newhistorical period and accelerate the construction of the social security system coveringboth urban and rural residents under the background, how to construct urban disabledsocial security system for the disabled, has become China’s development in theprocess of an important task.Based on the current domestic and foreign social security system for the disabledin cutting-edge ideas, concepts and results on the basis of rational analysis, systematicanalysis of China’s urban social security disability status, social security has reachedthe basic level, the analysis of the current social security system for the disabled intowns under the protection of disabled effect, put forward specific policyrecommendations, for perfecting the social security system for the disabled do whatlittle one can to help the town. Specific section content as follows:The first part, the disabled related concepts and social security related theory isintroduced.The second part, to describe China town disabled social security developmentpresent situation, including the disabled people survival situation and the situation ofsocial security.The third part, analysis the disabled social security level and effect, first analysistown disabled the overall level of social security and the various objective level. Andthen analyses the effect of social security town disabled persons, including the disabled individuals welfare improvement effect, the disabled, basic life safeguardeffect, labor market disabled employment security effect and to help the disabled intosocial effect is better.The fourth part, according to the above analysis, proposed conclusions andpolicy recommendations. First shall establish and improve the urban social securitysystem for disabled persons, second, expand financing channel and gradually improvethe disabled social security level, and the third, the implementation of active Labormarket employment of the disabled support policies, and finally to strengthen theconstruction of social security support policies for disabled persons.
