Abstract


The poverty issues of disabled people in China still a big challenge. There is still awide gap between the current life status of the disabled and the average level ofsociety, the basic needs is still difficult to be met. The process for protecting disabledis definitely an integral subsystem of the social security system. It will not onlydirectly benefit the majority of people with disabilities, but also will have a profoundimpact on the economic, political and cultural development of society as a whole. The"12th Five-Year Development Program" requires gradually narrowing the gapbetween the living standards of persons with disabilities and the average level ofsociety, and promoting their equal participation in social life, sharing the fruits ofreform and development.The benchmark of the quality of the disabled people is the cost of living, its level ofhigh or low will always directly determines the degree of community support. Theextent of social support should be basically flat with the cost of living. Deviate fromthe Social Security cost of living is unscientific. So realistically determine the fit ofthe actual cost of the lives of disabled people is the implementation of the variouslives of disabled people and measures for the development of basic data, it should begiven due attention.In this paper, it will focus on the disabled people for study and combine qualitativeanalysis as well as quantitative analysis. Take disabled people in Huzhou for example,an empirical analysis from the perspective of needs of disabled people, combined withfield interviews, further understanding the main problem of existence and basic needsof the urban disabled in Huzhou City. Use the ELES model, found the gap betweencost of living for urban people with disabilities and the average level of urbanresidents, explore deep-seated reasons based on the special needs of life for disabledpeople, and recommend the special economic compensation measures to protect thebasic needs of life of disability people, as well as to improve the disability people’sliving standard security system.
