Abstract


To strengthen the construction of the Party’s ruling ability is a major issue since the communistParty of China has founded in1949that the Party has been facing and solving for more than60years. It is also the significant strategic task which is concerned with the prosperity of the greatcause of socialism with Chinese characteristics, with the successful completion of the task ofbuilding into a well-off society in an all-round way, with the Chinese nation’s future and fate andthe survival of the Party and the national security. The generations of the Party leadership havebeen trying to seek ways to strengthen the Party’s ruling ability construction. In the fourth plenarysession of the16th Party’s NPC，the issue of ruling ability construction was focused on and a"decision on strengthening the construction of the Party’s governance capability" was made.Especially the paper of the eighteenth national congress of the communist Party of China said:"thewhole Party must strengthen the sense of urgency and the responsibility, and firmly grasp the lineof strengthening the construction of the Party’s ruling ability and advanced nature and purity..." likethis. So, to strengthen and improve the Party’s ruling ability is one of the Party’s important goals.Ideological and political education is not only a science, and at the same time is our Party’spolitical advantage. After the new China was founded, the communist Party of China has beenregarding the ideological and political education as one of the essential measures to strengthen theconstruction of the Party’s ruling ability, thus effectively improve the Party’s ruling ability. Thecommunist Party of China has updated the contents of ideological and political education from thetarget orientation, national unity, socialist core values, to ecological ethics in the paper of theeighteenth national congress of the communist Party of China. But for various causes, there are somedeficiencies and defects still existing in the ideological and political education, which will affect thefunction-playing of ideological and political education and of improving and strengthening theParty’s ruling ability.This article, starting from the definitions of the ideological and political education, rulingability and the Party’s ruling ability construction, attempts to find out the deficiencies and defect ofthe current ideological and political education work, and further to seek the ways and methods toimprove the ideological and political education work,I try to find ways from the system andmechanism of ideological and political education, organization guarantee, mass base, and the role ofcarrier and so on to find countermeasures to improve the Party’s ruling ability.
