Abstract


Mode of tax collection and tax administrator system has experienced three timeslarger reform since1997, the State Administration of Taxation in2009to "activelyexplore new sources of tax revenue professional management mode", and in2011itscientific induction, the formation of a the tax sources professional managementsystem prototype. The background to the reform of the tax sources specialized in taxcollection mode, Bao’an District, the IRS urgent need by the reforms, restructuring ofthe tax collection business, organizational structure, human resources andconfiguration.Bao’an District, Internal Revenue Service as a research object, according to therequirements of the relevant sources of revenue of the State Administration ofTaxation and the State Taxation Bureau of Shenzhen professional management, basedon the thoughts and ideas of the professional management, Bao’an District for the IRSin the current tax administrator system sources of revenue collection and managementof the collection and management mode, draw measures to solve the problem, andaims to promote the further development of the Bao’an District, IRS collection andmanagement career through a series of management reform initiatives of the sourcesof revenue specialization.In this paper, the sources of revenue professional management "centralizedapproval, focusing on assessment, classification management, and the overallsupervision of the work of thinking, reasons Find Bao’an District, IRS problems existin all aspects in depth analysis of the problem, in institutional settings, staffing,management measures and other aspects of the reform proposals, includingestablishing an approval accepted by the service area forward of tax-related sources ofrevenue management Division and approval of business, tax administrators work shiftto tax sources professional management and so on.This article, Bao’an District, the IRS tax collection and the actual work in closecontact, the ideological direction of the professional management of the revenuesources for the research starting point, some innovative measures recommended modeof Bao’an District, IRS tax collection reform, such as the establishment of a phasedcentralized office enterprise tax management working group to solve the problem ofstaffing in the District branch of enterprise management personnel shortage. In this paper, in-depth analysis, came to the conclusion, Bao’an District, the IRSimplementation steps and recommendations of the reform of the tax sourcesspecialization has positive significance for promoting the development of the IRS taxcollection work in Bao’an District.
