Abstract


The employment is Minshengzhiben, has a special significance for ensuring social stability . Economic development is the key to create jobs , since the reform and opening up , China's sustained and rapid economic growth , jobs growth is relatively slow , but in this process . Along with market-oriented , accelerated industrialization and urbanization , the unemployment problem is getting worse . Enormous total employment cases , every year there are a large number of new labor market entrants into the labor market , waiting for the employment of demobilized cadres and the number of college graduates is increasing , unemployment need to re-employment as well as the surplus labor force in rural areas need to be transferred , these factors consolidated under the influence of the enormous pressure on China's employment . Especially under the double impact of the current global economic crisis and the implementation of the Labor Contract Law , some SMEs layoffs or closure of reducing the demand for labor . In the case of the total workforce and the contradiction between supply and demand is constantly increasing , especially structural contradictions . China's current employment situation is very grim, a large number of labor force , low quality , relying solely on the power of the market mechanism in the case of imperfect labor market mechanisms to solve the employment problem in China is unrealistic , to solve the employment problem , the government has an inescapable responsibility. With the rapid development of the national economy , the new problems and contradictions continue to produce full play to the functions of fiscal policy , which proposed the new requirements , establish a set suitable for China's national conditions , fiscal and taxation policies to promote employment , has become a top priority . The article first proposed employment and other related concepts , and expounded the theoretical analysis of the fiscal policy intervention to promote employment . Analysis of factors affecting employment on this basis , while drawing on the fiscal and taxation policies to promote employment abroad , try to put forward should adhere to the principles of our country in promoting employment and the specific measures to be taken .
