Abstract


The urban-rural dual structure of China has lasted for a long time. The divisionattributed to human factors increasingly widens the gap between urban and rural areasand seriously affects the process of China’s modernization. Rural development is inurgent need of high-quality personnel, but the rural areas of backward conditions cannotattract talents. Meanwhile, the enrollment expansion of college highlights the highunemployment of graduates. In this case, through administrative guidance, the Centralleads the vast majority of graduates to rural areas to solving the unemployment andcontributes to the construction of new socialist countryside personnel supports, whichcan be regarded as a win-win adaptive strategic decision. The research takes the practicalwork and life of Haigang District of Qinhuangdao’s village officials as an entry point andexplores its role in the construction of new socialist countryside work. Throughdeliberating various aspects of the problems in the process of policy implementation, thisresearch analyzes the reasons of these problems in depth and makes reasonablesuggestions from multiple angles.Through questionnaires, interviews and on-site survey, the major problems ofvillage officials’ work in Qinhuangdao can be listed as follows: Firstly, owing to thematters of village officials themselves. Because of the lack of willing to take root in ruralareas as well as the short of experience of working and the relevant knowledge structures,village officials are incapable to play a positive role. Secondly, owing to the matters oforganizational departments at all levels. The existed problems of incentives, educationand training at all levels of organization departments hinder village officials’ functions.Thirdly, owing to the matters of social dimension. It is rhetoric in vogue, the complexsituation in village and the lack of college guidance that make the village officials havedifficulty in working, thinking and practicing.Based on the investigation above, this paper further proposes suggestions to improvethe work of Qinhuangdao village officials. First, village officials should establish acorrect outlook and personal values, strengthening their overall quality of serving peasants and constructing rural areas. Second, as the management agency, organizationand personnel departments at all levels should take measures to optimize managementmode. Third, the social community should also provide village officials with support andhelp in many ways to build a good environment and construct a new socialist countryside.Although based on the research work of the village officials in Qinhuangdao, theconclusions are universal and can be promoted to similar areas.
