Abstract


A long time, the resource allocation efficiency of China's cultural industry is not reset agencies, overstaffing, lack of financial investment, tax policy is not perfect, the input-output low, hindering the development of China's cultural industry has become a problem. With the continuous development of China's economy, the fiscal revenue in recent years a substantial increase in the country has the ability and the funds invested in the cultural construction actually increased year by year, but the Practice has proved that the rapid growth of investment does not fundamentally change the status quo of China's cultural industry. inefficient use of financial investment funds are still not able to be effectively addressed. At the same time, tax policy, the development of China's cultural industry has played a positive role, but there are still many shortcomings and imperfections. Thus, for reasonable scientific use of taxation measures to accelerate the development of China's cultural industry, it truly becomes a new growth point of national economy theory to explore the development of China's cultural industry and taxation support is particularly important ways. In this paper, the theory and the study of literature, specification and empirical analysis, comparative analysis of the combined method and system analysis, based on the theoretical basis of cultural industries, the implementation of fiscal policy to promote the development of China's cultural industry combined with the actual investigation purpose fiscal policy support as the focal point, and seeks to promote the development of China's cultural industry scientific and effective fiscal and tax policy support path. The introductory part of the first chapter of this article, describes the background of this question, a number of important definitions of the meaning of cultural industries and the current domestic and foreign academic research on this question; Chapter II start from the cultural industries, the use of economics the theory and methods, the implementation of fiscal policy and tax policy on economic and social benefits brought about by the development of cultural industries systematically expounded; Chapter were analyzed for a range of issues currently exist in the process of development of the cultural industry; Chapter introduces the fiscal policy of the cultural industry in the United States, France, Japan and other developed countries in supporting the development of cultural industries, aims to draw on the views of China's cultural industry development; Chapter V in front make appropriate fiscal policy and tax policy on the basis of the content of the presentation and analysis of existing problems and constraints in the third chapter, provides the policy basis for the development of cultural industries.
