Abstract

China's large population means that our country can be developed to take advantage of the huge labor resources, but in fact a large number of labor resources exist in the rural community, in an undeveloped or poorly developed state. This part of the resources is often referred to as the rural surplus labor or surplus rural labor. The development and utilization of this resource is the common concern of the whole society. In the long-term practice, we recognize that the development of vocational and technical education and training for rural surplus labor, accelerate the transfer of surplus rural labor force, is an effective way of promoting China's economic and social development. Since the 1990s, the party and the country attaches great importance to the development of vocational education in the 2007 party congress report also proposed to give priority to the development of education and turn China into a country rich in human resources, and enhance the transfer of surplus rural labor force employment training, the establishment of unified and standardized human resources market, a system of equal employment of urban and rural workers, improve and implement the national policy on migrant workers, safeguard the rights and interests of laborers. Analysis and study of rural surplus labor in the vocational education training base construction situation, to explore the direction and the way of the development of vocational education training base construction of rural surplus labor, to promote economic and social development in rural areas, urban and rural economy, building a new socialist countryside and the achievement of a comprehensive well-off social significance significant. This paper choose vocational education and training of rural surplus labor force as a research topic, both in line with the fact that the current surplus of rural labor, the urgent need to transfer and to meet China's accelerated urbanization process to build a harmonious society and social development requirements. Rural surplus labor in vocational education and training is not only related to the transfer of rural labor placement and employment, and also involves the educational development direction of the most pressing social hot issues. Rural Surplus Labor vocational education bases Handan City to achieve regional economic center strategy, an important measure to improve the city's comprehensive competitiveness, the government, enterprises, schools and society as a whole is required joint attention.
