Abstract


Balanced development of education is maintaining balanced allocation of education resources and meeting the demand of education equilibrium in a certain region. The balanced development of compulsory education refers to balanced development relatively in facilities, funding, teachers and others standardization in the same level school in certain areas, in order to implement the standardization and equalization of educational conditions, and preliminary equality and fairness for the civil right to education between urban and rural areas. Its essence is the balanced allocation of quality education resource. Its connotation is running every school well, and teaching every child well.The State Council issued the national long-term education reform and development plan (2010-2020) on July,2010. It proposed twenty words’educational policy which is priority development, education-oriented, reform and innovation, promoting fair, and improving the quality. It’s a security document to ensure balanced development of compulsory education in the coming ten years in china. This article is under the guidance of this outline, and the background of coastal economic belt development in Liaoning Province and Jinzhou New District economic development. It utilizes comprehensively literature research, mathematical statistics, comparative analysis and other methods to analyze the present situation and problems of compulsory education balanced development in Dalian Jinzhou New District. Firstly, it describes the status of balanced development of compulsory education in Dalian Jinzhou New District, including the basic situation of balanced development of compulsory education such as educational funding investment, school construction, equipment configuration, construction of the campus environment, the teacher troop construction, campus security management and so on, and new experiences of the balanced development of compulsory education in recent years, including regulating the behavior of running a school, strengthening team construction, implementing brand strategy, increasing the funds safeguard etc.. Secondly, it analyzes the problems and causes of the balanced development of compulsory education in Dalian Jinzhou New District in recent years, including funding, teachers, students, management systems and other aspects of the imbalance. Finally, in the light of these problems, it gives some constructive strategic suggestions about the balanced development of compulsory education in Dalian Jinzhou New District, including the optimal allocation of compulsory education resources, strengthening the construction of human resources in the school, establishing and perfecting the balanced development of compulsory education working mechanisms, etc..
