Abstract


Farmer workers starting business back home is not only conforms to their desires to increase income and develop careers on the more satisfactory circumstance, but also conforms to economic development and the demands to solve the problem of unemployment. As a result, government strengthens the implementation of guidance policy, especially the situation of finance crisis making a large quantity of farmer workers back home in advance. The government guides farmer workers to start their own business back home. This proposition is not only a transfer of labor from seeking jobs outside to starting own business in hometown, and economic issues on how to develop private economy and encourage people to start their own business, but also political issues on the transformation of government functions and playing its guidance function.The essay makes an overall analysis of the current situations on which farmer workers start their own business and detailed government guidance policy, pointing out positive meaning of the policy, practice effective and the reasons of government guidance shortage. It also proposes some ways on how to improve the policy of government guiding farmer workers to do their own business based on the discussion of initiative capacity, good environment of carving out careers and government function form a variety of visual angles through the analysis of typical cases in three areas.
