With the socialist market economy system’s being built and developed gradually,China’s economic,politics,culture,society etc,each area has been appearing unprecedented prosperous scenery. But at the same time, many negative effects also come out,such as employment,education,medical treatment, social security,they influence the vital interests of the people’s livelihood. This article works at the problems existing in the social security career development which is very important for the people’s livelihood, hoping to bring forward some reasonable and effective suggestions.After the foundation of the People’s Republic of China, our country has a real sense of social security. Our country’s endowment insurance system implements country plan as a whole model endowment. The development process of it includes the initiatory stage,the adjusting stage,the reforming stage and the flourishing stage. Since the sixteenth national congress of CPC, especially the seventeenth national congress of CPC, the theoretical research on social security of our country also enter a new development period with the voice of improving People’s livelihood,and many results have been made in the social security of connotation,theory,developmental progression, achievements etc. However,while the society is moving forward,the research on social security from angle of harmonious society is required to keep pace with the times and constantly expanded and deepened. Based on this starting point,and by the methods which are the unification of global and local, the unification of theory and practice and the method of comparison, this research analyzes and researches into the problems of social security at the present stage in detail, basing on encapsulating the connotation ,characteristic and Sino-foreign social security construction and sorting out the developmental progression.This research indicates that social security is the safety net of building a harmonious society,it influences social stability and social development of our country. In order to solve social security problems which belong to urban and rural residents,we should base ourselves on China’s realities, think over the current facts, analyze main problems and reasons seriously of improving social security system, make an effort to drive institutional improvement of social security system, expand and deepen social security development,pay more attention to the problems of social security of special groups and the people who are easily be neglected by innovate social security management service model. This contributes to solve the predominant problems existing in our country currently, helps to speed up the construction of social security system which covers rural and urban residents,and can keep our society stable and harmonious.
