The expansion of advanced education scale and the reform of its managementsystem arosed quality problems about advanced education. The construction ofinstitutional teaching quality assurance system was becoming hotspot of advancededucational research. Higher education institution begun to explore and build his ownteaching quality assurance system based on educational teaching practice.The construction Institutional teaching quality assurance system is a complicatedsystematic engineering. Guided by systematic philosophy, advanced pedagogy andtotal quality management theory, the article adopt document analysis, systematicanalysis and case method to make comprehensive and systematic research of theteaching quality assurance system construction, operation and development inneruniversity. Firstly, it gives us the research background of institutional teaching qualityassurance system and analyses the research situation at home and abroadcomparatively. Meanwhile, it explained the purpose and meaning of the research andalso explained the research methods of this article. Secondly, it defined basic conceptssuch as quality, advanced teaching quality, quality assurance and quality assurancesystem, then analyzed the theoretical basis which make up of university teachingquality assurance system. Thirdly, it analyzed the essential factor, structure andfunction of different types of regular institutional teaching quality assurance systemhome and abroad. Based on theory analysis, case study and value selection, it definedthe basic principles of build higher education teaching quality assurance system. Fromthe systematic philosophy prospective, it proposed that higher education teachingshould be based on students’ integrated development and build an inner teachingquality assurance system with students and teachers being its main part and made upof quality standard system, quality organization system and condition security system.Among which the quality standard system construction is the guide behavior of the whole teaching quality assurance system, quality organization system is the main partand condition security system is the precondition of maintaining normal teachingprocess. Institutional teaching quality assurance system is a big system made up ofmultiple systems. Only by optimizing the systematic structure, continue improvingsystem integrity, self-organization and cooperativity, can we make sure that higherteaching quality assurance system can improve and develop continually.
