Abstract


With the development of globalized economy, China has become the second largest country in the world to attract foreign investment, with US ranked first. At the same time, China has done a lot of theoretical research on macro management on foreign investment, to improve investment environment and strengthen service consciousness. It has also released a series of laws, regulations and policies on foreign investment. Executive management units on foreign investment at basic level are different from executive management units on foreign investment at state and provincial level. They are directly facing foreign-invested enterprises of all forms. With relatively weaker examination functions, their concrete executive content favors more in investment promotion by enterprise behaviors, and project tracking service after the founding of a foreign-invested enterprise. The goal of the executive reform is to set up service-oriented executive management units on foreign investment.In the development process from "management" on foreign investment in the past to "service" on foreign investment in the future, executive department on foreign investment at basic level has met all kinds of problems, such as the using of expenditure on investment promotion, the choosing of targets of investment promotion, the cultivation of professionals on investment promotion. The theories in MPA courses on modern public management, service-oriented government construction, studying organization, organization culture and systematic construction provide theoretical basis to settle these problems. he essay will summarize the relative theories and briefly look back the executive management reforms on foreign investment. It will use Shizhong District of Jinan City as an example and analyze the above mentioned problems by data and samples. It will also learn the executive management experience from other countries and regions and put forward the concrete solutions to these problems. It will point out the concrete reform goals for management organizations at basic levels to set up a serving government. The essay puts forward firstly that it will use a new executive organization culture for foreign investment as guidance, to set up professional agencies for foreign investment, which will be managed by the local government, serve for the public, and organized by enterprises.
